The U.S. Treasury Department is engaging in direct discussions with Russian economic envoy Kirill Dmitriev to explore potential economic cooperation, amidst ongoing efforts to resolve the conflict in Ukraine. Steve Witkoff, President Donald Trump’s special envoy, confirmed these talks, which took place during his meeting with Russian President Vladimir Putin in St. Petersburg.
The discussions focused on future trade relations, including diesel supplies to the United States, financial arrangements, and Russian fertilizer exports. Witkoff highlighted that these talks are part of an independent U.S. Treasury initiative to identify economic opportunities that may arise if relations between Washington and Moscow improve. Discussions with Ukrainian officials regarding potential postwar economic prospects were also noted, although specifics on sanctions relief or investment agreements remain unclear.
Dmitriev, who leads the Russian Direct Investment Fund, has been a key figure in maintaining economic and diplomatic communication between Moscow and the Trump administration. This dialogue occurs despite the continuation of U.S. sanctions that have curtailed significant trade and investment between the two nations following Russia’s invasion of Ukraine.
During the meeting, Putin discussed plans for Russian diesel shipments to the U.S., proposing an initial delivery of approximately 40,000 metric tons pending financial arrangements. He also offered to supply American farmers with Russian fertilizer, claiming that the announcement of these potential supplies has already contributed to a decrease in global diesel prices. Witkoff welcomed these developments, suggesting they could benefit American consumers and alleviate cost pressures on farmers and transport operators.
While the proposed trade arrangements suggest a possibility of limited economic engagement, no comprehensive agreement to restore normal trade relations was reached. The implications for existing sanctions remain uncertain.
Despite these economic discussions, Witkoff emphasized that finding a resolution to the Ukraine conflict remains a primary goal. He proposed restarting trilateral negotiations between the United States, Russia, and Ukraine to identify practical steps toward peace. These discussions underscore a dual focus on economic issues and diplomatic efforts, although significant challenges persist in resolving the conflict and shaping future U.S.-Russia relations.
